- Homeowners are eligible for a total of up to $25,000 in deferred loans and other assistance
- Homeowners must reside in Clay County outside of the Moorhead city limits
- You must own your own home and live in the property
- You need to be income qualified
- The home repairs need to be beyond basic maintenance
- A portion of the deferred loan may be forgiven

Rehabilitation Loan Program
Rehabilitation Loan Program income limits are based on HUD median family income estimates and calculated at 30% of the Minneapolis/St. Paul area median income and are applicable in all Rehabilitation Program areas of the state.
Minnesota Housing allows reducing household income by $1,000 per household member. When determining income qualifications, borrowers may reduce their annual income by $1,000 per household member.
The following income limits are effective for any loans locked under the Rehabilitation Loan Program/Emergency & Accessibility Loan Program on or after June 3, 2024.
